Skills Research, Skills Strategy Development and Workforce Planning

Our Experience

Harlow Consulting are experts in skills research, skills strategy development and workforce planning. Previous studies have focused on:

  • modelling of future skill requirements
  • national and international skills scoping research
  • sizing of skills gaps and skill shortages within workforces
  • skills strategy development.

More broadly, our expertise in related areas such as qualifications mapping, training program evaluation and competency framework development informs a considered approach to each piece of skills research and supports actionable recommendations.

Harlow Consulting are currently undertaking a study on formal and informal training pathways to working in screen heritage. This project aims to deliver actionable recommendations that will contribute to building a well-trained, skilled workforce, and address the multiple sector challenges. This research includes desk research, and sector engagement through an online survey and stakeholder interviews.

For CITB we ran a comparative skills and training survey to inform their strategic decision-making on skills gaps, shortages, recruitment, volume and type of training, and maintain their position as a support to the industry. Using a team of telephone researchers, we gained 1200 survey completions across different trades and regions, and conducted 15 depth interviews with key stakeholders.

NHS England Commissioned Harlow Consulting for four separate international recruitment scoping studies. The purpose of this research was to identify countries from which NHS England can ethically source internationally educated dietitians, mental health nurses, therapeutic radiographers and midwives. These studies included a broad literature review and analysis, international stakeholder recruitment for qualitative research and mapping of international education standards. Outputs have been used by various local authorities to inform responsible recruitment strategies and fill skill gaps across the NHS.
