Harlow Consulting are experienced in financial modelling to support considered and specific research findings and recommendations. Previous financial modelling studies have been submitted to HM Treasury and other Government Departments and have been crucial in securing government funding.
Working in partnership with Purcell Architecture, we quantified the scale of the maintenance backlog in the cultural heritage sector and its impact. We gathered widespread financial data and technical information on the condition of cultural heritage buildings through a highly targeted and focused survey. Specialist cost consultants modelled the results, and a series of case studies were developed by specialist heritage building surveyors to exemplify the nature and scale of the issues faced by the sector.
Working with Simpson & Brown Architectural Services, Harlow Consulting surveyed over 100 museums nationally to understand the challenges they face in maintaining their listed estates and to inform an estimation of the total size of the heritage building backlog. A direct result of this research was the securing of £18.8m from the Department of Culture, Media and Sport (DCMS) for museums to undertake vital infrastructure and urgent maintenance backlogs.
For Historic Environment Scotland (HES) we modelled the potential costs of a VAT rebate for Alteration, Repair and Maintenance (ARM) works to listed buildings in Scotland. For this project, Harlow Consulting developed a methodology and model for estimating the costs and benefits of the VAT rebate, based on comprehensive research into and understanding of the highly complex construction industry VAT regime.
