Innovate UK commissioned Harlow Consulting to undertake a process evaluation of two pilot launchpad programmes established to support innovation clusters. This was the first stage evaluation to inform the future improvement of processes, the identification and selection of future launchpads, and to generate a first assessment of the baseline of innovation activity in each innovation cluster, as background to future impact evaluation. Our work – informed by desk-based research, an online survey and depth interviews – identified lessons learned, enabling the Launchpad programme to be scaled up and rolled out more widely across the country.  

The Compound Semiconductor Applications (CSA) Catapult supports the development of compound semi-conductors and their applications to accelerate the use of compound semi-conductor devices within five key areas of application. Harlow Consulting evaluated the impact to date of the CSA Catapult with fieldwork including desk-based research, extensive consultation with internal and external stakeholders, and interviews/surveying of customers to gather detailed feedback. Our report has highlighted the significant achievements of the CSA Catapult.  

éclateral approached Harlow Consulting having developed a lateral flow diagnostic test kit, driven by patient need and clinician desire for better diagnostics. The Covid-19 pandemic promoted regular and accepted use of lateral flow tests, and Harlow Consulting was commissioned to undertake research into a potential market for three use case/scenarios, and concurrently assess the regulatory requirements associated with each. Our report helped éclateral make clear decisions regarding next steps for the product, and informed development of a business case used to secure investment.
