Our Experience

Our construction and housing research directly informs policy and strategy at national and local levels. Our expertise is wide-ranging, spanning topics such as emerging technologies, fire safety, planning, building safety, regulations and skills and training. We bring strong expertise in both traditional and Modern Methods of Construction (MMC) / offsite construction. We regularly consult with construction sector employers and stakeholders. Harlow Consulting is a supplier on the Welsh Government’s Building Safety Research and Evaluation Framework.  

To bolster our research in the construction and housing sector, we partner with experienced sub-contractors with specialisms including econometrics, architectural services, cost consultancy, quantity surveying and structural engineering. Our work for private sector clients in these sectors includes customer journey mapping, competitor analysis and strategy review and development.  

We have worked on multiple commissions for Cast Consultancy in the construction sector, predominantly in relation to off-site construction research / Modern Methods of Construction (MMC). Our work has included desk-based research and market analysis, qualitative and quantitative research to inform strategy development, depth stakeholder interviews, analysis of secondary datasets, online survey design and delivery, and workshop facilitation.  

For CITB we have completed multiple projects, ranging from evaluations of pilot training programmes, surveys of construction sector employers to investigate skills and training needs, research into construction further education and review of off-site construction skills and qualification needs, involving visits to MMC sites and factories.  

Working collaboratively with OSHA, we undertook research to inform the development of an off-site performance centre, setting out the need, barriers and opportunities. Desk-based research was supplemented with depth interviews and round table discussions, with the final report presenting recommendations for OSHA to consider regarding practical next steps.
