NHS Education Scotland (NES) and Public Health Scotland (PHS) develop, distribute, and review workforce education resources, educational opportunities, and development opportunities to help ensure a workforce, equipped with necessary knowledge and skills. At the height of the COVID-19 pandemic, training and resources to support vaccination and vaccinators were developed and made available to the relevant members of the workforce (both employed and voluntary) via Turas Learn, a training and learning platform. 

Harlow Consulting was commissioned to evaluate the impacts of this workforce education development programme, assessing the extent to which the educational resources were achieving their stated goals. 

An online survey was designed in collaboration with a short-life working group, including key stakeholders from local NHS boards, PHS and NES. Descriptive analysis was undertaken on the survey data using the SNAP survey analytics software and Microsoft Excel, with summary data tables and cross-tabulated tables were produced. Open-question data was analysed through thematic coding to explore the commonalities between responses. 

Our report provided valuable evidence as to the impact and effectiveness of the workforce development programme, with recommendations for further consideration and improvement.
