Construction Industry Training Board (CITB) and TrustMark: Research into Energy Efficiency Retrofit Skills

In order to reach the UK Government’s target of achieving net-zero by 2050, a substantial programme of domestic retrofit is needed to decarbonise the UK’s c.29 million existing homes. To accurately forecast the workforce and skills required to deliver this programme of retrofit and improve the thermal performance of UK’s national housing stock, CITB commissioned Harlow Consulting to carry out research to help refine CITB’s existing skills forecasting model.  

We undertook a telephone survey of 513 TrustMark-registered companies who routinely carry out installations of energy efficiency retrofit measures. This was supplemented by depth interviews with companies and analysis of data provided by TrustMark on energy efficiency measures installed under recent Government-funded schemes. The research produced a technical report containing labour coefficients for installing 29 different retrofit measures.  

The datasets produced through this research are being used by CITB to model the future workforce and skills that will be needed to deliver retrofit at scale and meet the Government’s net-zero targets.
